The closing of a school can be a confusing and stressful event for students. The Office of Student Assistance and Relief (OSAR) is here to help. OSAR is an office of the Bureau for Private Postsecondary Education that provides free one–on–one assistance to students.

Portnov Computer School (4306131) will cease all educational operations. BPPE received a letter from the institution dated March 10, 2026, and notified the Bureau that Portnov Computer School will cease all educational operations for California residents effective May 16, 2026. - School–Provided Refunds – California law requires schools to provide refunds when they close or break the enrollment agreement. An institution shall be considered in default of the enrollment agreement when an educational program is discontinued or canceled, or the institution closes prior to completion of the educational program California law 94927.
- Student Tuition Recovery Fund (STRF) – California has a relief fund that may reimburse eligible students who lost money because of a school closure. OSAR can explain your refund rights and assist you in completing a STRF Application. STRF review considers whether you were able to transfer credits and complete a comparable program.
- Transfer & Educational Options – If your school closed before you finished your program, you still have options for continuing your education. OSAR can help you understand your rights and provide information about BPPE–approved schools.
